Tujuan penelitian ini yakni mengkaji “implementasi Peraturan Daerah Kabupaten Lima Puluh Kota Nomor 4 Tahun 2020 mengenai Pencegahan, Penanggulangan Bahaya Kebakaran dan Pelayanan Non Kebakaran.” Jenis penelitian ini yakni kualitatif deskriptif. Data dikumpulkan dengan observasi, wawancara, serta dokumentasi dari informan. Analisis data penelitian ini yakni teknik reduksi, penyajian serta penarikan kesimpulan. Berdasarkan hasil penelitian, “Implementasi Peraturan Daerah Kabupaten Lima Puluh Kota Nomor 4 Tahun 2020 tentang Pencegahan, Penanggulangan Bahaya Kebakaran dan Pelayanan Non Kebakaran”, belum terlaksana dengan semestinya. Hal ini dikarenakan beberapa permasalahan, diantaranya yaitu terbatasnya sumber daya keuangan, terbatasnya sarana dan prasarana, serta kesadaran masyarakat yang masih rendah dalam pencegahan serta penanggulangan bahaya kebakaran. Penelitian ini merekomendasikan supaya pemerintah daerah lebih memperhatikan alokasi dana untuk dinas pemadam kebakaran sehingga memiliki anggaran yang cukup sebagai penunjang dalam pengadaan sarana dan prasarana, penambahan sumberdaya manusia, dan pelaksanaan kegiatan sosialisasi guna meningkatkan kesadaran masyarakat di Kabupaten Lima Puluh Kota.
