Evaluasi Kebijakan Pengelolaan Sampah Berbasis 3R (Reduce, Reuse, Recycle) di Kecamatan Padang Utara

Penelitian ini dilatarbelakangi oleh permasalahan sampah yang terus meningkat di Kecamatan Padang Utara. Sampah-sampah ini berasal dari berbagai sumber seperti rumah tangga, sektor perdagangan, dan fasilitas umum. Untuk mengatasi masalah ini, Kecamatan harus menerapkan kebijakan pengelolaan sampah berbasis 3R dengan penerapan kebijakan Peraturan Daerah Kota Padang Nomor 21 Tahun 2012 tentang Pengelolaan Sampah. Namun, dalam pelaksanaannya, kebijakan ini memiliki beberapa kendala seperti masih terdapatnya tempat pembuangan sampah liar, kurangnya fasilitas pengelolaan sampah berbasis 3R, dan masih rendahnya partisipasi masyarakat. Oleh karena itu, penelitian ini dilakukan untuk mengevaluasi sejauh mana kebijakan 3R ini diterapkan di Kecamatan Padang Utara. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara, dokumentasi dan observasi. Penelitian ini menggunakan teori evaluasi kebijakan oleh William N. Dunn (2003) dengan enam indikator evaluasi kebijakan. Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan pengelolaan sampah berbasis 3R di Kecamatan Padang Utara belum optimal, terutama dalam aspek recycle yang terhambat oleh minimnya infrastruktur pendauran ulang.
