Penelitian bertujuan untuk menjelaskan dan untuk menganalisis kendala yang dihadapi dalam pelaksanaan pelayanan pembuatan kartu identitas anak melalui OASE (online anywhere service) pada dinas kependudukan dan pencatatan sipil di kecamatan lima kaum. Kartu Identitas Anak merupakan strategi pemerintah sebagai tanggungjawab untuk memberikan identitas kependudukan bagi anak. Penelitian ini memakai metode deskriptif dengan pendekatan kualitatif, untuk teknik pengumpulan data peneliti menggunakan teknik wawancara, observasi dan dokumentasi. Teknik yang digunakan dalam menguji keabsahan dilakukan dengan teknik triangulasi. Standar pelayanan berdasarkan Permenpanrb RI Nomor 14 Tahun 2017, yaitu persyaratan pelayanan, prosedur pelayanan, waktu penyelesaian pelayanan, produk pelayanan, penanganan pengaduan, saran dan masukkan serta sarana dan prasarana. Hasil penelitian yang dilakukan pada pelayanan KIA secara online melalui OASE pada Disdukcapil di Kecamatan Lima Kaum sudah sesuai dengan standar pelayanan tersebut akan tetapi masih perlu ditingkatkan dalam hal prosedur pelayanan, penanganan pengaduan serta sarana dan prasarana..
