Community Governance Dalam Pencegahan Dan Penanganan Kekerasan Seksual Terhadap Anak Di Kota Bukittinggi

Artikel ini membahas tentang community governance dalam pencegahan dan penanganan kekerasan seksual terhadap anak di Kota Bukittinggi. Tulisan ini dilatarbelakangi oleh kasus kekerasan seksual terhadap anak di Kota Bukittinggi yang menunjukkan kecenderungan peningkatan. Namun, rerata korban dan keluarganya enggan untuk melaporkan kasus kekerasan seksual yang dialami kepada pihak berwajib dengan dalih dapat merugikan korban nantinya. Situasi ini menjadi isyarat diperlukannya intervensi pihak non-keluarga dan non-aparat, seperti masyarakat/komunitas dalam pencegahan dan penanganan kekerasan seksual terhadap anak. Inisiatif sudah dimulai di Kota Bukittinggi melalui pembentukan Gerakan Perlindungan Anak Terpadu Berbasis Masyarakat (PATBM). Tulisan ini bermaksud mengelaborasi peran Gerakan PATBM Kelurahan Campago Guguak Bulek dalam pencegahan dan penanganan kekerasan seksual terhadap anak dengan menggunakan konsep community governance. Untuk itu, dilakukan wawancara dengan sejumlah informan yaitu anggota Gerakan PATBM Kelurahan Campago Guguak Bulek, anggota P2TP2A, Unit PPA Polres, staf Kelurahan, masyarakat Kelurahan serta pihak keluarga korban; yang diiringi pula dengan kajian terhadap dokumen kegiatan Gerakan PATBM. Temuan menunjukkan bahwa aspek-aspek community governance dalam pencegahan dan penanganan kekerasan seksual terhadap anak telah berjalan baik. Komunitas mampu memenuhi semua indikator community governance yang dikemukakan oleh Totikidis, Amstrong & Francis yaitu community leadership, community empowerment dan community ownership.
