Dalam rangka program dari pemerintah untuk pembuatan desa wisata para pemuda desa bekerjasama dengan pemerintah Desa Ngebel bergotong royong untuk membuat wisata tersebut,yang berlokasi di lahan perhutani.Dalam pembangunan desa wisata di Desa Ngebel ini mengunakaan dana dari (PIID-PEL) program tersebut dari kementerian perdesaan pada tahun 2018.dalam program ini bertujuan untuk meningkatkan perekonomia masyarakat lokal dan memajukan sumber daya manusia desa.Dalam penelitian ini mengunakan pendekatan kualitatif dengan penentuan informan purvosife sampling. Dan dalam proses pelaksanaan pembangunan desa wisata ini tim TPKK maupun kepala desa bekerja keras dilapangan maupun adminitrasi agar bisa terwujudnya desa ngebel menjadi sector wisata alam dan dalam pelaksaan ini para tim TPKK saling menjaga kekompakan dan saling koordinasi ke pihak terkait.dan dalam proses pembangunnya mengikuti alur dari kementrian desa.
