Perbandingan Implementasi E-Goverment di Indonesia dan Estonia Dalam Pelayanan Publik

Penelitian ini bertujuan untuk menganalisis perbandingan implementasi e-government di Indonesia dan Estonia dalam pelayanan publik. Perkembangan teknologi informasi dan komunikasi telah mendorong transformasi administrasi publik melalui penerapan sistem pemerintahan berbasis digital. Namun, tingkat keberhasilan implementasinya berbeda di setiap negara. Penelitian ini menggunakan pendekatan kualitatif dengan metode perbandingan. Data yang digunakan merupakan data sekunder yang diperoleh dari jurnal, buku, dan sumber relevan lainnya, kemudian dianalisis melalui studi literatur dan analisis komparatif. Hasil penelitian menunjukkan bahwa Indonesia telah mengalami perkembangan dalam penerapan e-government melalui berbagai layanan digital, namun masih menghadapi kendala seperti belum optimalnya integrasi sistem, keterbatasan infrastruktur, dan rendahnya literasi digital masyarakat. Sementara itu, Estonia telah berhasil mengembangkan sistem pemerintahan digital yang terintegrasi dan efisien dengan dukungan kebijakan yang konsisten dan infrastruktur yang kuat. Penelitian ini menyimpulkan bahwa keberhasilan implementasi e-government tidak hanya ditentukan oleh teknologi, tetapi juga oleh konsistensi kebijakan, kesiapan kelembagaan, serta partisipasi masyarakat. Oleh karena itu, Indonesia perlu meningkatkan integrasi sistem, pembangunan infrastruktur, dan literasi digital guna meningkatkan kualitas pelayanan publik
