Efektivitas merupakan salah satu indikator ataupun alat dalam mengukur tingkat keberhasilan dari suatu program yang telah dirancang oleh instansi maupun organisasi sebagai alternatif solusi dalam pemecahan masalah yang terjadi di lapangan, sehingga program yang diselenggarakan menjadi tepat guna dan bermanfaat bagi sasaran program. Hadirnya Program Bantuan Sosial Tunai bertujuan untuk meningkatkan kesejahteraan masyarakat serta membantu perekonomian masyarakat terlebih masyarakat rentan, termasuk masyarakat yang tinggal di wilayah pemukiman kumuh. Masyarakat pemukiman kumuh adalah masyarakat yang tinggal di wilayah yang tidak layak huni seperti di sepanjang aliran sungai atau rel kereta api dengan komponen bangunan rumah yang tidak sesuai standar rumah sehat dikarenakan penghasilan rendah yang tak mampu membeli lahan serta mencukupi komponen rumah layak huni. Penelitian ini menggunakan pendekatan kualitatif. Data dalam penelitian bersumber dari wawancara yang dilakukan oleh lima narasumber, yakni masyarakat penerima Bantuan Sosial Tunai. Penelitian ini juga memberikan lima pertanyaan terhadap lima masyarakat penerima Bantuan Sosial Tunai di wilayah pemukiman kumuh aliran Sungai Deli Medan terkait efektivitas penyaluran dana Bantuan Sosial Tunai. Lewat pertanyaan yang telah dipaparkan dan ditanyakan kepada pihak sasaran, hasil penelitian ini dapat diketahui bahwa efektivitas penyaluran dana Bantuan Sosial Tunai pada masyarakat pemukiman kumuh di aliran Sungai Deli Medan belum berjalan optimal dan efektif. Hal tersebut dikarenakan masih terdapat ketidakmerataan penyaluran bantuan, pendistribusian yang lama, hingga pengurusan administrasi yang sulit terkait data DTKS.
