Salah satu permasalahan utama adalah kemiskinan di banyak negara berkembang,termasuk Indonesia.Pemerintah menjelaskan bahwa permasalahan kemiskinan di Indonesia terkadang perlu diatasi dengan program khusus karena pengentasan kemiskinan secara keseluruhan dianggap sebagai salah satu tujuan peningkatan kemiskinan Meningkatkan kebutuhan sosial,pendidikan dan kesehatan keluarga. Tujuannya adalah untuk mengkaji bagaimana kebijakan Program Keluarga Harapan saat ini berfungsi dalam operasi bantuan di Desa Pantai Harapan, Kecamatan Cempaga Hulu,Kabupaten Kotawaringin Timur.Dalam penelitian ini mengunakan metode Kualitatif dengan teknik pengumpulan data Observasi langsung, wawancara mendalam, dan dokumentasi menunjukkan adanya kendala di wilayah ini.Hasil dari penelitian menunjukan adanya Keterlambatan implementasi program Keluarga Harapan, yaitu penyaluran bantuan tunai melalui ATM, dan hambatan akses antar desa menjadi kendala dalam hal ini.Hal ini penting agar seluruh penerima manfaat dapat lebih memahami tujuan, mekanisme dan manfaat PKH.Untuk mencegah program PKH hanya memberikan dukungan sementara, disarankan untuk memasukkan program pelatihan keterampilan dan kewirausahaan bagi penerima manfaatHal ini akan membantu penerima PKH meningkatkan kemandirian finansial dan mencegah mereka bergantung pada bantuan jangka panjang.
