Akuntabilitas Publik dalam Implementasi Digitalisasi Data Terpadu Kesejahteraan Sosial (DTKS) di DKI Jakarta

Data Terpadu Kesejahteraan Sosial (DTKS) merupakan basis data nasional utama yang dijadikan acuan pemerintah dalam penetapan penerima program bantuan sosial. Penelitian ini bertujuan menganalisis implementasi digitalisasi DTKS di Provinsi DKI Jakarta serta kontribusinya terhadap akuntabilitas pemerintah daerah dalam pengelolaan bantuan sosial. Penelitian menggunakan pendekatan kualitatif deskriptif-analitis dengan metode studi dokumentasi dan analisis data sekunder yang mencakup periode 2017-2023. Data diperoleh dari dokumen kebijakan, laporan resmi pemerintah, serta publikasi ilmiah yang relevan. Hasil penelitian menunjukkan bahwa digitalisasi DTKS telah memberikan kontribusi positif terhadap efisiensi administrasi dan keterlacakan data secara kelembagaan. Namun demikian, akuntabilitas publik yang substantif belum terwujud secara optimal. Terdapat empat persoalan utama yang teridentifikasi: pertama, persistensi inclusion error pada kisaran 20-30% yang mengindikasikan masih masuknya penerima yang tidak berhak; kedua, exclusion error pada kisaran 30-40% yang menunjukkan kelompok rentan belum terjangkau sistem secara memadai; ketiga, proses validasi di tingkat RT dan RW yang rentan terhadap subjektivitas akibat absennya protokol terstandarisasi; dan keempat, keterbukaan data penerima kepada publik yang masih sangat terbatas sehingga menghambat pengawasan masyarakat. Berdasarkan temuan tersebut penelitian ini merekomendasikan, penguatan integrasi data lintas lembaga untuk meminimalkan error data, standarisasi mekanisme validasi lapangan guna mengurangi subjektivitas, serta perluasan akses publik terhadap data penerima sebagai bentuk transparansi. Langkah-langkah ini dipandang krusial untuk mengoptimalkan DTKS sebagai instrumen tata kelola yang akuntabel dan berkeadilan
