Implementasi Program Siap Antar Dokumen Kependudukan (SADOKU) dalam Pelayanan KTP-EL di Kabupaten Deli Serdang

Pelayanan administrasi kependudukan di Kabupaten Deli Serdang masih menghadapi hambatan akses bagi kelompok rentan seperti lansia, penyandang disabilitas, ODGJ, dan warga yang tinggal jauh dari pusat pelayanan, sehingga diperlukan inovasi yang dapat menjangkau masyarakat secara langsung. Penelitian ini bertujuan menganalisis jalannya implementasi Program Siap Antar Dokumen Kependudukan (SADOKU) dalam pelayanan inklusif perekaman e-KTP bagi kelompok rentan, menggunakan teori Ravyansyah dkk (2022) sebagai dasar analisis melalui metode kualitatif berupa wawancara mendalam, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi SADOKU berjalan sesuai tiga aspek teori: masalah relatif mudah dikendalikan, struktur kebijakan jelas melalui Prosedur dan dukungan dana, serta lingkungan pelaksanaan kondusif berkat kolaborasi lintas sektor dan dukungan pimpinan. Namun, hambatan tetap muncul seperti kondisi geografis yang luas, kendaraan operasional menua, rendahnya kesadaran masyarakat, serta keluarga yang menyembunyikan anggota keluarga yang ODGJ karena stigma. Penelitian merekomendasikan perbaikan sarana operasional, pemberian penghargaan non-finansial, dan penguatan kolaborasi dengan Dinas Sosial untuk menjangkau kelompok rentan yang belum terdata.
