Strategi Dinas Ketahanan Pangan Kota Pekanbaru dalam mengatasi kerentanan pangan, khususnya di Kelurahan Limbungan Baru dan Lembah Sari. Strategi meliputi optimalisasi lahan, diversifikasi pangan lokal, serta peningkatan aksesibilitas pangan. Landasan hukum mengacu pada UU No. 18 Tahun 2012, Perda Provinsi Riau No. 13 Tahun 2018, dan Perwako Pekanbaru No. 161 Tahun 2021. Kota Pekanbaru bergantung pada pasokan pangan luar daerah sehingga rentan terhadap gangguan distribusi dan fluktuasi harga. Penelitian kualitatif deskriptif ini menggunakan teori strategi Geoff Mulgan dengan lima indikator: purpose (tujuan), environments (lingkungan), directions (arahan), actions (tindakan), dan learning (pembelajaran). Hasilnya menunjukkan bahwa meskipun strategi telah dijalankan, pelaksanaannya belum optimal karena masih terdapat wilayah rentan pangan dan kendala di lapangan.
